...we agree that it is the task of your Assembly to see that
the delegates are lovingly made aware of their sacred responsibilities to
attend, to consult and to vote. Admittedly, it is preferable that the delegates
attend the sessions of the Convention in person so they may take an active part
in all of its proceedings and acquaint their fellow-workers on their return
with an account of the accomplishments, decisions and plans of their national
community. You should bear in mind, however, that some of the delegates may be
unable to attend the Convention due to illness and yet others for quite
legitimate reasons may well find it impossible to undertake a journey to the
seat of the Bahá'í Convention.
